1.DESCRIPTION
TITLE HR MANAGER

Reports to VICE PRESIDENT - BUSINESS & OPERATIONS
2.DIMENSIONS
To serve as the HR Manager at the University College of the Cayman Islands (UCCI), and
is responsible for providing leadership in developing and executing human resources
strategy in support of the overall business plan and strategic direction of the University
College, specifically in areas of change management, strategic management and talent
management. The HR Manager is responsible for the strategic planning, policy
development and day to day management of the Human Resources department of
UCCI and reports to the Dean of Administration.
The HR Manager is responsible for the strategic human resource management function of
UCCI with oversight of $7 million in payroll for seventy-eight (85) full-time staff & faculty
and fifty (50) part-time corporate faculty members.
This role reports directly to the Vice President – Business & Operation and is a member of the
Corporate Management Team.
3.TERMS OF APPOINTMENT
•The HR Manager is appointed by the Vice President.
•An appointment as HR Manager is for a contractual period determined by the Vice
President, or his/her designee.
•Continuation of an appointment as the HR Manager is subject to a satisfactory annual
performance review.
4.CRITERIA FOR APPOINTMENT
•A minimum of a Bachelor's degree in Human Resource Management or related field
(Master's Degree preferred).
•Minimum of 7 years’ experience of progressive HR generalist responsibilities with
experience and strengths in a breadth of human resource disciplines especially employee
relations, recruitment and HR change leadership support

•5 years’ experience as a strong HR business partner with excellent relationship
management skills
Knowledge, Skills and Abilities
•Professional qualification or certification in Personnel/Human Resource Management
and/or public policy
•Possess knowledge of modern principles, procedures and practices of Human Resource
Management and how it relates to the public sector environment
•Proven experience in the development of HR strategies/projects, policy and procedural
development
•Computer literate with experience in Microsoft Office including advanced Excel skills
•Supervisory or staff management experience
•A highly refined sense of cultural competence and awareness, as well as proven
effectiveness and ease in communicating with a multicultural environment. An
understanding of the importance and value of diversity that recognizes and
embraces the differences that arise from varying backgrounds, life experiences,
beliefs, and perspectives is necessary.
•The ability to balance employee needs and concerns with organizational policy and
business priorities.
•Knowledge and expertise in job evaluation based on the Hay Methodology would be
considered an asset.

Accountabilities Specific to the Role
•Maintains a thorough understanding and working knowledge of the Cayman
Islands legislation relating to Human Resources. This includes the Public Authorities
Law, Labour Law, Gender Equality Law, Immigration Law, Health Insurance and
Pensions Law.
•Oversees the strategic direction of the Human Resources department and
organizational development programs and assures alignment with the organization’s
mission, vision, values and objectives.
•Continually assesses the employee relations climate throughout the institution and
ensures cultural alignment through proactive employee relations and internal
communications programs.
•Leads the development of department goals, objectives and systems.
•Establishes and leads the standard recruiting and hiring practices and procedures
necessary to recruit and retain an effective workforce.
•Manages the recruitment, selection, hiring and separation processes by liaising
with Senior Managers and the President regarding staffing needs.
•Manages all matters relating to attendance and leave.
•Manages the collation and updating of content for the faculty and staff
handbooks and ensures content is in compliance with applicable laws.
•Works with the Vice-President, Business & Operations in managing the succession
planning process.
•Ensures that the organizational design of UCCI contributes efficiently to the
achievement of the institution's goals and objectives in an efficient and cost-effective
manner.
•Leads the implementation of a performance management system including
performance appraisals, development plans and programs, and the creation of
employee performance metrics.
•Takes responsibility for ensuring that the performance management system being
used is linked to UCCI's strategic plan, employee's performance goals and
compensation and that all managers and employees fully understand the process
and requirements.
•Acts as liaison between employees and the Pension Fund providers.
•Acts as a representative of the UCCI in any correspondence and dealings with the
Department of Labour Relations.
•Administers the UCCI employee health and life insurance plans and ensures that
optimal benefits are derived from the coverage.
•Represents the interests of internationally recruited staff to the Immigration
Department in matters relating to contracts, work permits and visas, including
renewals.
•Keeps up-to-date with global best practices and trends in HR.
•Develops and maintains a UCCI job evaluation and job description system that aligns
with the Public Authorities Law.
•Evaluates salary structure in conjunction with the President, Vice President/Provost,
Dean of Administration and Chief Financial Officer, ensuring that compensation for all
employees is fair and equitable.
•Works with the Chief Financial Officer to ensure the integrity of the payroll process.
•Makes recommendations on annual adjustments in compensation.
•Manages the UCCI on-boarding and orientation process along with the Vice-

•Manages the staff grievance and disciplinary processes, including complaints of
sexual harassment, as per institutional policy and procedure.
•Manages the Human Resource Information System (HRIS).
•On a regular basis, audits employee personnel files for accuracy and completion
•Promotes employee engagement and feedback through such avenues as one-on-
one or group meetings, suggestion programs, employee satisfaction surveys,
newsletters, employee focus groups, and Intranet use.
•Participates in and attends meetings on the direction of the President and/or the Vice-
Presidents.
•Develops and executes an annual operating plan and associated OKRs and KPIs.
6.ASSIGNMENT AND PLANNING OF WORK
The post holder will operate under general managerial control and review of results and will
organize their own work and that of the staff they manage. In addition, they will constantly
liaise with department leaders as business partners and advisors which will generate additional
work streams. The post holder will be expected to use his/her initiative and judgment in
managing work flows within the context of the overall work plan.

9.DECISION- MAKING AUTHORITY AND CONTROLS
The post holder may take decisions on matters within the ambit of the principal
accountabilities. Generally, various projects assigned and within the overall guidelines
established for the Section's operation. Budget oversight of $200,000.
10.WORKING CONDITIONS
This is normally an office-based position with attendance at off-campus meetings with
external entities as required.
